Alaska LNG project proponents float new plan

With a giant North Slope natural gas pipeline still unbuilt after decades of efforts, the state entity now promoting the project has a new plan intended to spur construction of the megaproject: a first phase that delivers natural gas to the isolated Southcentral Alaska market rather than the vast Asian market that is the ultimate target, the Alaska Beacon reported.

The Alaska Gasline Development Corp., the state government entity promoting the long-desired North Slope natural gas project, is characterizing the new plan as a way to address looming shortages of deliverable gas to the state’s most populous region.

Frank Richards, president of the AGDC, told state lawmakers on Monday that starting the project with an in-state phase would ultimately lead to the long-term goal of selling liquefied natural gas internationally.

“What I’m talking about here is a concept of working with the Alaska LNG project as currently envisioned but phasing it to be able to move forward with a pipeline first, to be able to utilize the North Slope gas resources through a pipeline to be able to deliver them to Southcentral Alaska to meet the needs that we hear about in Cook Inlet,” Richards said in a hearing of the House Finance Subcommittee on Commerce, Community and Economic Development, the first of two Monday hearings at which he was scheduled to explain the new idea.

Construction could start early next year, and deliveries could start in 2029, Richards said.

“It would be the first phase of the entire LNG project to be constructed to be able to meet Alaskans’ needs at the earliest possible date,” he said.

The newly defined Phase 1 would run the planned 800-mile 44-inch diameter natural gas pipeline shipping natural gas from the North Slope to the Kenai Peninsula to connect with the existing Enstar pipeline system at Beluga, on the west side of Cook Inlet, he said.

It would cost $10.7 billion, about a quarter of the estimated $44 billion cost of the full LNG project, he said.

If AGDC can start with its front-end engineering and design by July, it would be able to complete that within 12 months, a step expected to cost $50 million, Richards said.

Discussions are already underway with Southcentral Alaska utilities, he said. Also in the works, he said, is the possible securing of “a baseload industrial customer” to provide economies of scale: a reopened fertilizer plant on the Kenai Peninsula. Nutrien US LLC, which was previously called Agrium, is contemplating resuming production at the ammonia fertilizer plant that it operated for decades but closed in 2007.

The Alaska North Slope holds vast quantities of natural gas that occurs along with the long-producing oil fields. Richards, in testimony Monday, said proven resources amount to 40 trillion cubic feet. But that gas has been stranded from any market for lack of a delivery system. Despite efforts to build a natural gas pipeline that date back to the 1970s, there has never been a plan that was considered economically viable.

The AGDC proposal is the latest iteration of the natural gas vision. The AGDC was formed in 2013. Its proposal is for an 800-mile pipeline to Nikiski on the Kenai Peninsula, where a plant would liquefy it and where it would be loaded into LNG tankers for delivery across the Pacific.

To continue operating, the AGDC needs state appropriations. Gov. Mike Dunleavy’s proposed budget calls for $4.5 million to be spent on AGDC to keep the project going through the coming fiscal year. There is no new budget request to cover the Cook Inlet phase-in plan, Richards said.

However, lawmakers are showing signs that they are skeptical about the value of putting state money into the endeavor – and about the prospects for the megaproject in general.

Some of that skepticism emerged on Monday.

House Finance Committee Co-Chair Bryce Edgmon, I-Dillingham, brought up what he called the “elephant-in-the-room” question about the project’s viability.

“The optimism level, as I detect it, for the project right now is lower than it was before, not necessarily a death knell by any means,” he told Richards.

Though he is a big supporter of the project, signs are not encouraging for the large project, Edgmon said. Among those signs is the inability of AGDC to get private investors to pay for the forward engineering and design work, he said.

“The LNG project is like the big fancy house on the corner nobody ever buys, nobody ever rents, but it looks good, and everybody wants that house. But here we are all those years later,” Edgmon said.

“And there’s natural gas supplies apparently, I think, awash in some parts of the globe. And are we ever going to get this thing built?”

Richards insisted, as he has in other presentations, that important progress has been made on the LNG project as a whole and that it will ultimately make economic sense.

The project has already gone through the “gauntlet” of federal regulation and is now fully permitted, much work has already been done and there are still plenty of investors who see the project’s value. Breaking it into an in-state phase to be followed by the larger project will also reduce economic risks, he said.

“There is still significant interest out there from the market, meaning our Asian partners and customers, our Asian allies. There’s strong interest from suppliers to the project but also in terms of investors to the project,” he said.

“So, it’s pulling together the right mix of investors to reach that crucial mass to be able to move us forward is really what we are continuing to strive for and are in discussions with folks on a daily basis.”

The U.S. Department of Energy’s (DOE) Office of Clean Energy Demonstrations (OCED), in collaboration with the Office of Fossil Energy and Carbon Management (FECM), intends to provide up to $2.52bn to fund two carbon capture programs needed to reduce carbon emissions from the electricity generation and industrial sectors, according to a news release.

Established by President Biden’s Infrastructure Investment and Jobs Act, both the pilot and demonstrations programs will help drive the demonstration and deployment of carbon management technologies critical to addressing the climate crisis and meeting the nation’s goal of net-zero emissions by 2050, while also protecting industrial jobs and boosting job creation in communities across America.

Carbon capture represents an addressable market of nearly $100 billion by 2030 and $600 billion by 2050 just in the United States,” said Office of Clean Energy Demonstrations Director David Crane. “The nearly $5 billion of carbon capture pilot and demonstration projects that will be directly enabled by these two programs, together with the carbon tax credits authorized in the Inflation Reduction Act, will catalyze the commercial wave essential to a clean energy transition, which ensures safe, affordable, and reliable energy to the American consumer and empowers workers in every pocket of the country.”

Since the electricity generation and industrial sectors account for a significant portion of our nation’s carbon emissions, carbon capture, utilization, and storage (CCUS) is a critical component of reducing emissions and meeting our climate and energy transition goals. For the United States to reach net-zero emissions by 2050, CCUS will need to scale to potentially as much as 100 times today’s levels. Growth of this magnitude represents an exciting technological challenge and an extraordinary economic opportunity.

OCED’s role is to de-risk these transformational technologies and catalyze private sector investment through public-private cost share agreements. The Carbon Capture Large-Scale Pilots program will include up to $820 million for up to 10 projects focused on scaling transformational carbon capture technologies. The Carbon Capture Demonstration Projects Program will include up to $1.7 billion for approximately six projects to demonstrate commercial-scale carbon capture technologies, pipeline transportation, and geologic storage infrastructure. The pilot program seeks to catalyze earlier stage technologies with great potential, while the demonstrations program will focus on technologies that will further commercialization.

DOE understands, and intends to address, the concerns of frontline communities and environmental justice and climate organizations about how CCUS projects may negatively affect those communities, local environmental quality, and the overall climate mitigation efforts if not developed with appropriate safeguards. That is why applications to both funding announcements will require a tailored Community Benefits Plan discussing, among other areas, community and labor engagement; investing in the American workforce; diversity, equity, inclusion, and accessibility; and the Justice40 Initiative. This will enable and advise future activities with the intent of developing community-informed projects to support the cost-effective, efficient, equitable, and environmentally responsible at-scale expansion of CCUS operations to enable industry adoption.

DOE plans to release both funding announcements in late February 2023.

Viking testing first hydrogen-powered cruise ship

Viking is using the small H2 system to test how hydrogen fuel could be used at a larger scale.

The Viking cruise line has received its first ship testing the use of hydrogen power, according to a press release.

The ship, the Viking Neptune, is equipped with a small hydrogen fuel system for on board operations. Viking is using the small system as a test to determine how hydrogen fuel could be used at a larger scale in future newbuilds.

Delivery took place when the ship was presented at Fincantieri’s shipyard in Ancona, Italy.

Regulatory: Construction permit issued for largest planned ammonia plant

A permit to construct a clean ammonia facility much larger than any in the world has been issued by West Virginia regulators.

The State of West Virginia has issued a permit to construct the world’s largest planned ammonia facility.

The Adams Fork Energy project in Mingo County, jointly developed by TransGas and the Flandreau Santee Sioux Tribe, is slated to reach COD in 2027. When fully built out, the six ammonia production plants would pump out 6,000 mtpd for domestic and international use.

ReSource previously reported on the issuance of the draft permit to construct, released by the West Virginia Department of Environmental Protection.

Offtakers in agriculture, shipping, and energy generation are all being explored for the project, according to a source familiar with the situation. Onsite electricity production for off-grid data centers is another possibility stakeholders are taking seriously.

Hydrogen produced by Adams Fork could produce up to 5,000 MW of electricity, the source said. Six Sigma could power co-located data centers without requiring a grid interconnection.

Coal mine waste methane is planned as a fuel source for the plant, which has access to the largest fresh water mine pool in the eastern US adjacent to the site.

The site is near Gilbert Creek, West Virginia, on a reclaimed coal mine.

Ambient Fuels evaluating hydrogen project acquisitions

The company is well capitalized following a $250m equity investment from Generate Capital and is now opportunistically reviewing an initial slate of project M&A offerings.

Following an equity investment from Generate Capital, Ambient Fuels has begun to evaluate potential acquisitions of hydrogen projects that are under development, CEO Jacob Susman said in an interview.

“We’ve seen our first project M&A opportunities come through in the last 10 days or so,” Susman said.

Three projects for sale involve land positions, he said. Those that appear most attractive have a clear line of site to offtake or a strong approach to renewable power supply. Two out of three are not on the Gulf Coast.

“In no instance are these brokered deals,” Susman said.

Following the $250m equity investment from Generate Capital, Ambient is capitalized for several years and has no immediate plans to seek debt or tax equity, Susman said. The transaction was done without the help of a financial advisor.

Moving forward Ambient is open to JV formation with a partner that can help access offtake and renewable power, Susman said. Those points will drive future capital investment in the company and were resources that Generate brought to the table besides money.

According to ReSource‘s project tracker, Ambient is involved in at least two of the hubs that were encouraged by the DOE to submit a final application: California’s Alliance for Renewable Clean Hydrogen Energy Systems (ARCHES), and the Port of Corpus Christi Green Hydrogen Hub.

In 2021 Ambient completed a funding round led by SJF Ventures. Several other VC funds and angel investors also participated.

In January The Hydrogen Source reported that Ambient was in exclusivity with an equity provider.

Exclusive: Ambient Fuels options land in Texas

Ambient Fuels recently entered into an option agreement to purchase land in Texas. Among only a handful of green hydrogen developers to attract equity capital last year — from Generate Capital — Ambient has not yet made public announcements about its projects or locations. 

Ambient Fuels, a green hydrogen developer backed by Generate Capital, recently signed a 24-month option to purchase a plot of land in Chambers County, Texas, according to filings made with the clerk there.

A memorandum outlines the option to purchase land in Mont Belvieu, to the east of Houston. The agreement is effective as of October 2, according to the filing.

Ambient declined to comment.

According to the ReSource project tracker, Ambient has been involved in three Gulf Coast hydrogen hub efforts: The Alliance for Renewable Clean Hydrogen Energy Systems (ARCHES) hub; the Port of Corpus Christi Green Hydrogen Hub; and the Horizons Clean Hydrogen Hub (HCH2). ARCHES was selected for DOE funding.

ReSource reported in June that Ambient Fuels had begun to evaluate potential acquisitions of hydrogen projects that are under development.

In May, 2023, Generate Capital, a sustainable infrastructure investment and operating company, made an investment into Ambient, including a commitment to fund up to $250m of green hydrogen infrastructure.

Carbon-negative materials firm in $40m equity raise

A Texas-based manufacturer of renewable plastics is developing its first plant in the Midwest, with a commercialization date set for 2026.

Citroniq Chemicals, a maker of renewable and carbon-negative plastics, is undergoing a $40m equity raise, according to two sources familiar with the matter.

The process has launched and is being led by Young America Capital, the sources said. The company’s projects account for about $1bn in CapEx.

Based in Houston, Citroniq uses bio-based feedstocks to produce plastics at scale. The company recently signed a Letter of Intent with Lummus Technology for the development of Citroniq’s green polypropylene projects in North America.

“With a projected investment of over $5bn and a combined polypropylene annual capacity of over 3.5 billion pounds, Citroniq is prepared to execute a rapid expansion plan of its E2O process, to meet the market’s growing need for sustainable, carbon negative polypropylene at a competitive price,” Mel Badheka, Principal and Co-Founder of Citroniq Chemicals, said in a press release announcing the LOI. “Located in the Midwest, Citroniq’s first plant is scheduled to start production in 2026 and provide identical, drop-in products that can be directly certified as biogenic through physical testing.”

In January Citroniq announced a separate LOI with Mitsui Plastics for a large-scale supply agreement for sustainable polypropylene.

Citronia and Young America Capital did not respond to requests for comment.
