An Integrated Gasification Combined Cycle power generating facility located on a 315-acre site in the oil-producing area of Elk Hills approximately 2 miles northwest of the unincorporated community of Tupman in western Kern County, California.

The project would gasify petroleum coke to produce hydrogen to fuel a combustion turbine operating in combined cycle mode. The gasification component would capture approximately 130 million standard cubic feet per day of CO2 which would be compressed and transported via a pipeline off-site for injection into deep underground oil-bearing formations, and used for enhanced oil recovery and sequestration in the existing Elk Hills Oil Field Unit operated by Occidental Petroleum.

Hydrogen Energy International received a $308 million contract from the Department of Energy for the project as part of the American Recovery and Reinvestment Act of 2009, but later canceled the agreement.

In 2011, SCS Energy bought the project. The plant was never built.
